What would happen if a driver were to steer beyond the optimal steering angle at that specific speed? Would there be a lot of understeer or oversteer? What happens if a driver comes into a corner and turns into it too quickly (at a speed that's too fast), and they turn the wheel completely as if they were at the normal, lower cornering speed?

For both, can be either. To put it simply, if you turn more and the front turns, but the back cannot handle it, you'll oversteer. If the front cannot grip but the back can, the car will go (more) straight, aka understeer. Although usually if you go into a corner way too fast, you'll understeer or even lock up and go fully straight.
