You have to use two different tyres in any given race, unless it’s wet in which case you don’t have to change tyres. So you have to make minimum one stop unless it’s wet when you technically don’t have to stop. On some tracks and in some conditions more than one stop is faster because the tyres degrade so quickly that you lose more time staying on one tyre than you do making an extra stop.
So, one stop is mandatory to change tyre compound, unless wet. Other stops are purely for speed.
