A league or two ago they nerfed the drops of empower/enlighten/enhance, they can only ever drop level 1 now, so level 4s are rarer and can only be made.
They were ~20 ex in scourge too (or at least it hovered around there for a few weeks).
Not sure about before that since poe antiquary doesn't have information on skill gems before scourge, it seems

I'd say a bigger factor was probably the changes in 3.14 from reduced reservation to reservation efficiency -- enlighten is the only remaining multiplicative reduction to reservation

I am no expert by any means, but the opulent fragments seem bad to me. You have to not kill the enemy and try to open as many tiny urns as possible, which are not easy to click on quickly while shit is trying to kill you. Especially in higher tier maps and with other arch nem fragments on the mob, it can become too powerful to just let it live while I run around trying to open those damn urns.
Seems like way too much risk for me, and the couple of times I tried the rewards did not feel worth the risk.

I personally strongly recomment Innocence>Treant>Brine King>Tukohama for the best outcomes.
You also really want to run maps until you get at least a couple of eldritch altars that give 10-15 (I believe is the range) % chance to double currency drops. Some altars also give increased quantity/rarity which can help

I have not found any truly reliable information. For the most part, there seem to be a few factors.
A. tile sets/map, which have a steady chance to spawn specific monster types.
B. Map modifiers seem to play a role as well, though frankly I've personally found this the least reliable factor. In theory, something that grants speed/attack speed or frenzies on hit might be more likely to drop frenzied frags. I have not been able to replicate this at all myself.
C. Monster modifiers. Monsters can have basically localized modifiers, with magic/rare monsters having more, some of which seem associated to particular arch nem fragments. I believe this one to be the most reliable, however I have a lot of trouble actually identifying the modifiers, I can't seem to get the feature working that allows me to hover over corpses.
C is probably the best answer to your question, but someone else would have to provide you with specific modifiers to look out for, as I'm not personally sure.
A has worked out for me to some extent, and according to someone's document made perhaps a couple weeks ago, lists these as the maps in which they found Sentinel fragments:

Temple
In my personal experience, I tend to find sentinel fragments in a wide variety of maps.
Additional advice I'd give is to perhaps try rolling more maps with bloodline or nemesis map mods to increase the variety of monster modifiers.

Anecdotal of course, but to follow up a little more with my posts here last night, I just ran about 10 shore maps, only dropped one frenzied fragment, which happened the only time in those ten maps that I had a covetous shrine on.
Though again this isn't exactly evidence, I think it's fair to say item rarity has a solid effect on the drop rate of some of these fragments

i think the monster part inventory is account wide though, so once you get a unique part, you can just do statues on an alt

I'm playing a support build that can easily dodge them. My best friend is playing a DPS build but he sucks at bullet hell
So he logged out during the first bullet hell and let me dodge them, then joined up when it was done

Hey, really strange thing happening. Running a t16 moon temple and my resistances had dropped very very low, like 50% lightning, and i couldnt work out why i was dying. There is nothing noted on the mods that lowers res (only reduced block and armour), nothing on sextants. and anyone who's actually selling at that price sells their items, so those get delisted -- so the only items left at the lowest price are from people who aren't actually selling, for whatever reason that may be (people expecting a higher price, people trying to manipulate the market, people who are just AFK...)
yeah but that's also how you end up getting called a dirty price fixer because you sold an item too cheap and now the trade site is taking too long to delist the item and you're having to tell everyone it's already sold

Yes, but it will remove the synth implicit, so there's not much point in buying a synth item specifically.
Unless, I guess, it has been crafted well by the previous owner, but then it's likely to also have a valuable synth implicit and you're paying a lot for something you're going to remove from the item.

I only gave it Haste and Steelskin I think. But I had issue with it's dmg output with the skeletons, by the time I managed to kill the little guys I was dead even with the potion ticking

you don't heal any faster. the one that provides the most life per second takes priority, and other flask activations queue up behind it

So I'm personally theorizing that Sentinel league will be a boss-focused league, much like Metamorph. Perhaps there's a few Sentinel-empowered monster packs across a map with modifiers that will give you an idea on how the Sentinel boss will work. And once you slay all the packs, the real Sentinel will show up to fight you.

I actually did find slave drivers last night shortly after you said that so I picked them up but haven’t had the chance to see how good they are yet
I’d been using Tentacle Monstrosities (from the Lunaris Temple) to get through act 4 and they worked really well
although I did have to put lesser multiple projectiles on them to make them so good
it worked really well with their barrage

I was talking with a friend, and I have a prediction for Sentinel League.

One of the new Divination cards being added is a double-influenced unique belt, which would currently be useless as influences don't affect 99% of unique items in the game.
So my prediction is that Sentinel will introduce a crafting system where you convert unique items into rare items, with the unique item used determining the base modifiers that the rare item will start out with. Potentially causing some previously forgotten unique items to gain some value because they give hard to obtain modifiers when converted into rares.
