Might be a lucky shipment but I think they have been changed so that once you fullfill a quota of a specific place you get a big payout depending what you sent.
I just did one in kalguur and after finishing the corn/crimson ore/wheat quotas my ship returned with a whole bunch of armors with really good T1-T2 rolls.

Shipment value didn’t impact currency last league, it was just crop amount that impacted it thats why the meta was crops + dust. So going off that logic I am only sending crops this league no ores because I don’t want anything the ore offers and from the results I have gotten shipment value also isn’t a massive impact.

You could take a look at energy blade inquisitor. Not sure how tanky he is but energy blade will buff the spells to deal a ton of damage.
Or, you could just do any other slam build, like sunder, earthquake, or earthshatter. They are all pretty strong

afaik what i should do is suffixes cannot be changed -> reforge crit for crit chance -> wild bristle matron (for suffixes cannot be changed) -> veiled orb ->block %phys -> redeemer slam and pray

since wild bristle matron says "add a meta mod to an item", i'm assuming it can only add a meta mod that is eligible, so if suffixes are filled, it cannot add multimod or prefixes cannot be changed, and suffixes cannot be changed will be the only meta mod available, is that true?
