I really don't think so, maybe I'm way off but there are so many boots out there with stats like these and better, I mean 2-3% off the element resistance and you got them too.
I admit the 10c was bullshit, I forgot about the crafting slot which makes the whole difference

so 4ex and at least you won't sit on them forever

Top left prob doesn't know how to price his own item or just wants to quick sell. Top right is a month old so not really applicable. Best comparisons here are the bot left and bottom right ones. In particular, the bottom right one is on a good base and has an amazing life roll. Honestly he probably only bought yours for 4 ex because the market is a bit starved of these craftable boots atm and he just wants to get crafting. Actual value of those boots would be a bit lower if these guys were on.

Sorry I don't know how to price timeless jewels. Generally though I think crit multi and chance to deal double damage are some of the more desirable benefits. Yours doesn't seem too impressive unfortunately. The crit chance is nice but another multi line would be more valuable than 60% crit i think. It also depends on where it is as well. It's a tough market to sell and I'm not sure I can be of help.
