@inner kayak I would guess the fractured status + the tier 2 mods for non-ailment chaos damage over time and crit chance for spells. The non-ailment Chaos mod is enough to get the top tier non-ailment implicit thru synth, though not 100% sure if thats the reason.

@candid roost OK bud I would list this at 80c-1ex. It's just not focused enough. Curse/soulrend want malevolence and they generally don't do fire damage (to my knowledge), and they don't hit with attacks, making flat phys not useful for them. If we ignore malevolence and look only at it's explicit mods, i could see some melee phys->fire build really want this. Start at 1-2ex and work your way down if you arent hard up for cash

@grizzled musk what I always do with that is ask a few c more, if nobody bites then drop the price a bit. You can also do this the other way around, if you'd put this on 4c and get many messages you can up the price a bit. That last method is a bit rude though.

It says so because there is only one like that. Nobody is going to buy that for IMO any ex mainly because attack speed with maces and projectile damage are meaningless together. If you had "cast speed" instead of attack speed then you'd get a bank for it. As it is someone would buy that for either projectile damage or attack speed, one or the other because there as far as I know aren't skills that can use both. There are gems for around 40c with one of those mods.
