with jewels i always try to find out which builds would use them
yours has generic damage, spell damage while dual wielding, crit multi and life
those are the keywords. i checked https://poe.ninja/challenge/builds for dual wielding (wands/maces/swords) spell builds without elemental overload (because of the crit multi)
most of them are arc/glacial cascade/storm brand/blade vortex/winter orb, so with this i can now make a search with mods these builds would want and see where yours fits in:

unfortunately, there's a pretty crazy range from 4-25ex, so i'd say you can start in the middle with 10ex and see what happens

not really. bleed scales from physical damage, but you don't have any added physical damage mods, so that doesn't contribute much. elemental damage is nice with attack speed, and the weapon does have attack speed, but it's on a fairly slow weapon to begin with.

@proper iron Realistically the curse implicit is the one that's worth the most out of those. Whilst there are no others on the market with vulnerability, there are ones with ele weakness going for 5 ex. Seeing as it does have a second useful mod and no competition for vulnerability I'd price it somehwere around 10 ex
