A few reasons, ES builds are typically top right side of the tree, most bleed based is in duelist, so there's like no builds that use that, also I don't think there's any phys based attack ES builds, life is just better, the colouring of sockets would be a pain to colour for attack builds as they are mostly green/red, not blue, so you'd most likely need 4 off colour, and chance to bleed in itself, isn't really valued
Unless you're doing some like, gladiator bleed spolsion which is life based

As a general rule flat ele % is better than pen, pen is only really good vs like high end bosses like shaper, but even then it has to contest with ele dmg, and if you have plenty of pen already, or are inquis, ele damage just wins
Its why as a general rule, if you check shaper dps in PoB for any spell build, X element penetration will be near the top of the dps list
