because you cannot delevel gems and it feels bad to level/upgrade a gem and then want to revert it due to lower mana costs, requirements, etc. So they lowered attribute requirements and make hexes only affect certain levels so people don't feel the need to get into that feelsbad situation

And they ended up not gutting it for marks, just curses. Seems arbitrary, doubly so since deadeye is a problem... my solution now is to just slot in a low level mark instead.

Yeah, I wish we had a "problem / solution" post like they used to do or maybe I missed it. I'm trying to wrap my head around why they'd do it this way when I feel like there's a million better ways to accomplish making people want to level them without doing something like this.

The most obvious of which would be heavier scaling so that keeping it low level has little value in the end game relatively. They also recognized mana costs were a problem across the game.

np, filterblade let's you customize it but if you dont' care about it you can just subscribe to loot filters on the website and it'll update when the author updates it

If you're a new player, I highly suggest subscribing to either "Regular" or "semi-strict" filter from Neversink on the poe site, as doing it that way keeps it updated all the time. As you get more advanced you may want to customize your own filter, and the filterblade site is great for that, but you won't get economy updates automatically that way.

it's more about breakpoints when you can use higher level gear/gems

and if you're stuck at an act boss, you're not gonna find higher level gear/gems

assuming you have a stable network connection, go to login screen and try changing from Lockstep mode to "Predictive" under "networking mode" (game tab, I think).
When the game is doing computation-heavy things, your CPU is likely the bottleneck. In Lockstep mode, the server needs to wait for your client to fully calculate everything client-side before it gets sent to the server, which results in a higher "latency" on that graph. In reality, it's your CPU that's lagging behind and resulting in a higher time to send packets to the server.

In predictive mode, the server will try to predict where you're going and doesn't need to wait for your client as much. It will result in lower input delay and less CPU-based "latency", but you may experience desync and rubber banding in rare scenarios (when the server guesses wrong), depending on your internet connection

Well you shouldn't be looting everything. And you don't lose progress, thats what waypoints are for. Its just an opportunity to get some extra XP. Not like there's a ton of backtracking anyway. Quests that want you to return to an area usually are near the waypoint for the area.

If your build is for sure bricked (which I'm not sure it is, there's a chance you can just switch a few small things and save it) then I would either:
A. Use that character to grind a campaign zone for gold and currency to fix it
or
B. Make a new character, get it to maps, and use that to grind for stuff to fix it
