Ip ban people named "Primal", "Intel", and "Robbie"

I see hacker clans commonly with the names Primal 986th, Intel Bob, and Robbie Plan. Literally I have not seen a single one of those name that were not hacking and besides, if you ban someone thats actually not hacking, they can just appeal it. They have been terrorizing ffa for over 50 days now. Yes we can forum report it, but who wants to keep doing that. We need more staff willing to volunteer to monitor ffa. To make some sort of change. FFA is dying due to hackers

Also side note: Robbie and Intel are ranked. Meaning they are mainly avoided by the watchdog whenever they get Sentinel reported
