Sniper is ridiculously underpowered, and has a massive skill curve compared to other kits. If you miss even a few shots agaisnt certain kits (beast and samurai especially), they’ll combo you to death.
I suggest sniper gets knockback II on their sword, so they at least have a chance to get opponents away from them before they die.

Do you play on java or bedrock?
I can't give my thoughts if you're talking about java, however I don't think it needs to be buffed on bedrock, a very skilled sniper is very strong and can literally beat any other kit as long as they know how to get distance.

The problem is that the skill requirement for sniper is much higher than other kits

That's true, but then again it depends on what you play on.
And of course a kit won't get nerfed/buffed because it's harder/easier to use on one specific device.
