That's probably a texture pack, which you can download on java

For your hotbar, you can make your GUI scale smaller in the settings and for the short swords, there is a texture pack in vanilla tweaks that makes swords smaller.

Nowadays a lot of things in Java are becoming possible in bedrock too ( like a auto totem in a texture pack, extra inventory slot by a texture pack, etc ) but I think that texture pack things were possible in bedrock from 12 years :
