You should fix pairing, its not strange to get a teammate lvl 3-6 and enemies lvl 60+

The matchmaking does not depend on level or skill, but the time you queued the game. They first fill up one team, then the next team and and..
Only exeption is if there if a party that doesnt fit in the team thats currently being filled. It will be queued in the next team as it has priority to get party members in the same team.
So the matchmaking only depends on partys and the time of queueing.
