I know the pictures show that the person is in the air and that the player is more likely than not flying, but since this is a hacking offence, they need video evidence to ban for it.

There are a few reasons for this, but there are mainly 2 important ones. First one being that images are way easier to fake/modify an second being that every person has the right to appeal their punishments, meaning the moderators have to enable them to review the evidence that was submitted against them, making images easily disputable again.

They do care, they just have rules to follow

Another reason is that as it is a screenshot the player who is allegedly hacking might be jumping

Anyway, I'm tired of denouncing so many hackers and the moderators do nothing about it...

I think i can use hack in this server without worrying about being banned
