A common issue I find when making a park on sandbox mode is the random mountains and tiny plants, that inhibit entire builds. I am more or less suggesting to take a page from minecraft: Flat worlds.
These worlds would be completely flat with no texture or plants, allowing the player to make their own maps without needing to completely reset a pre existing world (which can take up to half on hour)

This could be quite the tool, but as for texture, just a basic grass/sand/rock/substrate selection for the initial park would be nice
