Herding - Could do with some tweaking?

I LOVE herding mechanics.. but I feel as though it just needs tweaking.. see below with a smallish herd in a huge paddock... the babies have been left behind and the adults have sort of spread apart. It doesn't feel very 'herdy'.

I've noticed in wonkily-shaped paddocks or smaller ones animals tend to clump very naturally, but in very open ones they spread way out. I think it's just a side-effect of how the grouping mechanic actually functions
