#Enclosure not fully enclosed despite, being fully enclosed?

Playing sandbox, built one enclosure using concrete barriers and hab markers with props and it works fine. Built a second enclosure off the back of that using all hab markers, and it won't finish. I've deleted all the barriers making up the enclosure and put them back, and it still won't count as an enclosure.
