I have watched video about PK and the graphics look super good for them, but when I turn the settings all the way up it looks bad still.

it happened to me too when i turned the game to the max, (2060) i expected more bc the photos looked so good, but i think its just that the photos betray you into thinking the game looks insanely good (real life levels) because how the sun and illumination work in the photo mode, the game does not look bad or anything, it's just photo mode is too fucking good, the only complains i have performance-wise are ram usage which is insane, i have 16gb and sometimes it still lags a bit, and the other one is that currently, the way the game is made, just does not allow for long renderization on certain items like sillouettes (which can be a problem if you make them big) or some shades, but i'm convinces that will be solved at some point, you have to understand that graphic tweaks for top pc's are not a priority for devs atm.

If you are referring to some of the images you saw on screenshots, they are using photomode which allows you to make cool photos.
