No, it isn't the same and all of these combat things are basically not possible in WA in retail - this is why the addon was not developed further for retail. Most likely also the reason you see it glitching out like that

We do NOT support any version of WeakAuras that is not the most currently updated release of the addon for Classic. (i.e. we will not help you with versions of the addon used for private servers)
