Desaturate when on CD but ignore CGD

If Mortal Strike is on cooldown (but not from the GCD) or I don't have enough Rage, desaturate the icon.
If Mortal Strike is on cooldown (but not from the GCD), show the cooldown text.

With my current version, I see the CD text even from the GCD (I don't want this.). It appears to desaturate correctly when I don't have enough Rage.

How can I make the cooldown text. %p. ignore the GCD?
