Thats been happening to me sice 11.0.5 aswell on my shaman. But mostly on windstrike

Its happening on anything im spamming, especially with high haste or in big pulls (like first one i arakara)

I think you are right. The time I noticed it the most is on pull in raid when I have bloodlust and PI on me.

It was annoying enough that I tried to remake my entire ui, remove most addons etc but since that didnt fix it I stopped playing for some time
