Does anyone know of a weakaura that has this functionality? If not, how would I go about making one?
The idea is that I want some direct feedback to know if I am leaving any gaps in globals.

I don't think you can do this without code, because (I think) WeakAuras compares all CD times to the GCD and ignores the cooldown if it matches the GCD exactly. Since the GCD matches the GCD, tracking the GCD itself (spell 61304) doesn't work.
