If WA displays it in fractions, it's because the game reports fractions.

Go to formatting options in display tab and just change to whatever format you want

Then you need to handle that yourself but it's simply showing what the game reports

Get 5 shards. Drop combat. Wait for the power drain. Go in combat before your shards reset to 3.

It is because power is like mana and fills up. If it just bam gave you a whole shard after a certain time it would not have this behavior.

As demonology all your spells generate or spend full shards. However, a shard is still considered 10 fragments.
The only way you'll notice this is by going out of combat and it will passively drain to 3 shards.... or just spec into destro
