I didn't want to be the person saying it but yes. I have yet to see a wrakaura where is makes sense for multiple people working at it.
Maybe that's on me as I like avoiding code, but if you made such a gigantic wrakaura, that's a addon
If you link the aura we can tell you for sure it should be a addon
if u were to do it thats prob how but everything we said previously still applies
!hekiliaddon that's a whole framework for doing what you want to do, while wa is horrible for that task
Rotation helpers are devilishly tricky to do right in WeakAuras. There are other addons which have pretty much solved that use case, like https://www.curseforge.com/wow/addons/hekili.
You can also look at the GitHub, there is a extensive PR from a feral Druide who embraced it

But it's the correct move for rotation helpers
The simcraft Actionlist is very very powerful.
Something's aren't in the hekili framework because druids are weirdos as in teaching the add-on what a spell does. It usually only cares for damage spells and buffs ans such and regular usage.
They for example wanted to teach the add-on flowerweaving
Which means, spamming the buff to get procs
90% of the spells and effects are known to hekili, except you want flowers.
