I would like to add a glow to an ability only when it is off cooldown

If the Aura doesn't already have a glow subelement then add one in Display. Set its Show to unticked.
Make a Condition that sets the glow's visibility to ticked whenever you want it to be.

Depending on how you have your trigger set, you might have to check on auras found
