Unfortunately the Time Stones are too much like the Chaos Emeralds, If anything, They can use the Master emeralds power to do some sort of time travel stuff, One of the Chaos emeralds controls time I think.
The movies only explored the Master Emerald, and not the indivitual emeralds that make it.

IF Time Stones had to be used, but in a limited manner so it doesn't break the movie, I imagine it could be done like with Silver in the Archie comics
after Silver fucked up a couple times finding the traitor to the FF, Mammoth Mogul uses the Time Stone to send him back one last time, but Silver is sent without it since it'll fiddle with time if done too much
so Silver has to prevent the bad future or just remain in the present forever

The Mushroom Planet and Team Sonic's first confrontation with Shadow are really great uses of semi-practical sets showing that you don't need fully computer generated assets to sell a scene with either all CG characters or a sole human in an abstract landscape
Especially since I'd like more development with human characters like Stone and having them on a set with proper scaling and lighting would definitely be better for scenes than uhh, how Jim's horrible green screening went in the "Siberian mountains"

I think killing Tom would have been silly, but how? The way the story beats work is by contrasting Sonic and Shadow with how they deal with Maria’s loss and Tom’s injury. If anything it would have hammered home the revenge angle for Sonic, and in turn how he responds to Shadow, in a stronger way.

All good but the problem is that Perfect Chaos happens after that so Tails could not have an emerald by that method due to Super Sonic happening. Even if we assume it's after, there is no guarantee that they could find the chaos emerald after the events of sa1)

That's the problem, station square was destroyed and the emeralds spread away of the city anyway by virtue of how they do once super sonic stops utilizing them. So how they repay him when the city was destroyed and even then what they could pay him with?
Tails having the emerald is not the problem, it's more so the information given to them that is outdated at best (and even then is unnecesary cause they could just use the magnet principle that this very game establishes the emeralds to have given they have 6 emeralds, they could just reverse it)

All good there but in the middle of everything, perfect chaos happened so the city was destroyed and they had to do rebuild first, with the chaos emeralds spreading again (by virtue of how many parts had them within sa2's context: one was at the national bank, 3 were with G.U.N, one was with Rouge off-screen, one with Eggman off-screen and one with Tails)
If Tails had his chaos emerald, then it had to be by anything but the report done because the emeralds spread away and the other parts could find them no issue

The emeralds spreading away did not prevent humans from collecting them. GUN had some, a bank had one; the people of Station Square ended up with the yellow one and awarded it to Tails

It's an unpopular opinion because most of the audience in this server buys into it, but for me it is representative of a lot of character writing that movies are especially prone to, where they convey the emotional beats that the audience is "supposed" to feel but don't properly craft their context into a way that services those emotions in a much more meaningful way
