I feel like Sonic Team has a very specific formula in that the new game will always focus on new thing/character/gimmick. And it's almost always why old characters don't really get significant lore. Even in 06, it focused on Silver and Elise mainly. Yeah Shadow had a story, but his character was pretty much already established.
And I do get it in some sense. Doing something around Knuckles akin to Enerjak or whatever will inherently make the whole game about that, but Sonic Team always gives the focus on new things/characters instead.
Even Frontiers, the Ancients looking like Chaos was an Ian Flynn-ism. If left to their devices, Sonic Team would have just made them a whole new entity
