They are likely not in the game until they are dropped. Pretty much confirming they are for those characters.

Also, i think Werehog was the only one that came with the car, and the Prime characters did not. So it's possible Sonic characters added later won't get vehicles.

This isnt the first game ive seen where people (possibly) got the wrong idea from datamine. A lot of these people are hobbyists seperated from whatever pipeline the developer has. It happens
