MK bikes have dofferent mechanics than MK karts. In MK wii, there were even exclusive mechanics for both types, like wheelies and thebither thing the karts had that I don't remember the name.
The drift works so differently in MK8, a bike and a kart with the same stats play completely differently and the since the behave completely differently, throwing items backwards is fundamentally different.

IF they wanted to go the extra mile and we took what Iizuka said at face value. They could... have done a simple boost gauge, like a super nerfed version of the TSR thing or something. Like, a one time thing that gives you sightly more speed. You can even remove speed items from their rotation.
That requires actual development time and a significant effort that they were definitely not willing to do.
Anyway, No.1 is extremely easy to do and it's already in the code. No. 2 isn't easy to do, but it was something that could very easily worked if they wanted to represent the extreme gears ib like any meaningful way at all.
At this point, gears are less unique than bikes in MK, which is pretty lame
