Move #vehicles to MOC Category

Vehicles isn’t a theme and it should move to the MOC category like #military and #mechs. Also get rid of their emojis because they don’t fit in with the rest of the category.

City and vehicles are perfect together.
There are also multiple vehicle themes so they are put together

When I changed the layout, someone else told me to keep the emojis in the channel. We've already done a lot of server change for a while, I'm against moving #vehicles-🚗🚙.
