There is no need to be rude about this. Even though scratchy is an admin, he is entitled to an opinion just like anyone else. Scratchy has possibly done more work to revive this server & it's infrastructure than anyone else. If anything, you want to ask scratchy & get him on your good side because if anyone can make something happen, it's him.
Now to answer your question from my point of view, I would say this: While I want activity and such, It would only increase activity if we handed it out to YTers that have a shit load of subscribers. Someone with 1k subscribers is not going to help us at all. Remember, this is supposed to be a two way deal, not a one way. If we give the partner role to anyone with like 100 subs, all it does is help them, not JLT. You kind of see where I'm going with this?
If we was going to revive the role, I would want to give it to other discord server owners who are possibly partnered with discord, and have a completely different audience(or something not LEGO) than ours. That, or if we can get a pretty big YouTuber who will actually put our discord invite in their video descriptions. IMO, the way the partnered role is set up right now, it only benefits the person who has it.
