That's not something core Foundry is doing. It's either a module or a system, but the concept of a "player character token" itself is a system-level concept. And Foundry doesn't inherently grant any permissions to documents like actors like that; it leaves them at None by default.

Ah, I mostly just use the PF2e system, I assumed that the “Player Character” objects was something more fundamental, that was being improved rather than created by the game system.

Nah, Foundry itself just defines "actors" as a concept in general. Systems are what define the types of actors and what data fields they have and how things behave for a given type of actor. So, that's almost certainly pf2e doing that default behavior
