Is he hosting it on his computer or using a hosting service like Forge?

Ok. It sounds like it's a problem with Forge then if he can't import anything to it. We can't do much with that but the Forge server can certainly help

Is it just a matter of finding the right button to upload things? When you're browsing for assets to use, there should be a button to let you browse your local computer for assets to upload and use

For walking them through the UI and stuff, you might be able to open up one of the GM demos to look at the interface yourself. It's hard for us to really know what your GM is seeing and having issues with if we're going through you for it. I suspect it's a matter of them finding the right button in the UI to upload stuff, but The Forge does do some unique stuff with file management, so it's possible they're running into that instead, it's hard for us to know from here

Available Demo Servers

Foundry VTT offers demo servers for DND5e, both from a GM and Player perspective, as well as a GM demo of the Simple Worldbuilding System (a minimalist implementation for those interested in only the VTT aspects without complex automation and sheets.)

In any case, the access to enter as a user is foundry
