Currently no - but I have a case for allowing active effects to only be enabled when the item is equipped. I haven't gotten to that case yet though.
I think that you would want to be able to both behaviors - not all active effects should be enabled only when equipped.
I’ve managed to create a crystal that increases MPs, but I’ve yet to find a way to make an item increase an actor’s skill (equipped or not).
