Actually it's not a bug, it's a rule. The Dodge skill is reduced depending on your equipped ENC, see core rulebook page 151.

I was aware of that rule. I mayve had a different set of gear equipped. I'll double check.

I just double checked. You're right. I was seeing a discrepancy because I had less gear equipped. Sorry about that, and thanks for responding.
