Open a powershell and run the following:
Get-NetConnectionProfile | Select-Object NetworkCategory
Tell me if it reports back Public or Private

Set-NetConnectionProfile -NetworkCategory Private
If it returns without issue, retry the local link from the phone again, if it errors in red, restart Powershell as admin and run this command again

ok did that, and the local link on my phone worked
and the connection is open with a green check on foundry
