Localizing Forbidden Lands

Hey! I am sorry, this should have been removed. I have had a bunch of trouble with gitlocalize not submitting the localization files for review when someone attempted to.

In addition, almost nobody ever used it electing instead to submit updated loc files.

I will remove the gitlocalize stuff and instead write up a short intro on submitting localization files manually.

Atm. I am swamped with work on the expansions and private life so I don't have any time to check on the health of the system until end of month
