I would say actions to which Edges or Abilities grand bonuses only for that action. Like Soak, or Resist Fatigue from Hazard maybe?
Actions whose roll use multidice and are not attacks, that is Work the room!
But could also be actions that require resist rolls, so that the resist button automatically appear in the chat. I fear it might be a very long list (but you don't need to add all of them to a PC sheet only those that PC is built for, like Fighting Tests if he has Feint or Taunt Tests if he has Humilate, Rabble-rouser or such).
Or actions where players tends to forget what's the Trait they should be using: Push, Grapple are great examples for that.
I don't have the rules for Jumping with me, it's usually an Athletics roll, but by making it an action we could use the label of the action to sum up the rules. like "free action, half Pace".
Same for Break from Device maybe.
