But we’ve found out someone with the same IP as him has been banned

Realistically, he'll just have to find out which account of his, or using his network or phone, is banned.

Recently, my friend boosted my server, and we’ve reached Level 3, which should unlock all associated features — including the ability to create a custom server tag. However, despite meeting the required boost level, I’m still unable to access the option to set a tag. I’ve reviewed all available settings and confirmed that the server meets the necessary criteria, but the feature remains inaccessible. Could you please advise if there is a delay in the feature becoming available after reaching Level 3, or if there is something else I may be overlooking? Thank you in advance for your help.

So you'd need 14+3 =17 boosts for unlocking Level 3 and the Server Tag
though you can de-allocate boosts from your server boost level to assign it for Server Tag
