Discord doesn't support that type of streaming session, you can use a stage channel if you don't want others to interact with your stream (requires the server to have community mode enabled, it can be enabled from the server settings).

It should also work if they are in other servers as well.

It is not a bot, it is a webhook which you attach to a channel in your server via integrations
If you go to https://discordstatus.com/ you can Subscribe to updates and have it send updates to a webhook URL that you create yourself
You can find plenty of youtube videos on how to create a webhook URL
