The keyboard just sends scan codes and it's up to the OS what character those are. If you can't type ä, ü, and ö then it still sounds like the keyboard language/layout in your OS isn't right

Wootility will display the characters in the keyboard based on the language, but it doesn't really change what the keys actually are

That's language and region settings for the OS, not keyboard language
