Could you try recording a video or taking a screenshot from this website? Press the problematic key a couple of times https://analog-monitor.wootility.io/
if the analog monitor shows it detects the key find (or show this in wootility)
i assume one of the drivers that process keyboard press "HID keyboard device" driver was not assigned
Or it's a shortcut taken over by another app.

Most likely, some software is actively checking the state of the "O" key for its own purpose, causing a conflict where this is not being detected in other applications (browser, Notepad, etc).
Finding the software is the hard part, so some points below may help
Launching the system into Windows Safe Mode to disable all non-Windows applications as a fast check
Disable software that launches on startup and restart the system
I will also provide a list of software that has caused issues in the past when it comes to key detection
