From what I can gather from the website it ships with everything the pre-built option does (minus the optional's). However, I am not sure if it comes with the PET film applied on top of the PCB?

Yes. The PET film is on the top of the module (and prebuilt). It comes with the silicone friction fit pre-installed around the edge below the switch plate, and the foam at the centre.
If you need to mount the module in a non friction fit case, there's a piece in the box you swap both out with.
