You don't have... X in your keyboard language? That's a new one. The short answer is no. Your OS dictates what keys come out when you type keys, the keyboard just gives it "key4 please"

Long answer: Yes probably, using a DKS alt key macro.

We have to many letters, so couple of them only usable while pressing alt+....

Then you can make a DKS shortcut that holds ALT and taps those keys.

Yes, but my issue is excel. There are a bunch of funky shortcuts, that deletes everything in a cell for exapmle if you use alt+P.
