I don't want to sound rude but did you even read the post?
Yes? You didn't exactly explain the details of WHY you cannot access it though. So I would recommend downloading Wootility on another PC, moving it over to your current PC with a USB stick to have basic Wootility usage.
However anything related to import/exporting profiles as well as updating is not possible without access.
Bold of you to assume I have 2 PCs. I cannot open any of your websites, it simply won't load. Meaning I cannot download the app in question.
Then I would suggest you troubleshoot that connection. Could try using a free VPN temporarily to see if that fixes it. Otherwise you'll have to contact your ISP for help.
So you guys do not share the .exe file of the app. I see.

Yeah, sharing it through discord is too much of a headache, my bad.
Just basic safety. Never share or download executables shared publicly.
Again - You should try a VPN or using your phone, if your main internet connection is having issues connecting to websites.
