Adding other international keys to my keyboard.

I'm wondering if there is a way to properly add keys from other languages like the Ø Å Æ keys from a norwegian keyboard so I don't have to constantly switch between languages on my desktop with Win+space. I just want to replace my Ö Ä Ü keys so I can swap between them. Are there language packs I can download on wootility or something or do I just have to cope and learn the norwegian layout?

Sorry if that doesn't make sense, I'm not really sure how to properly articulate what I am thinking of. (please ping me with a repsonse if you do respond)
