In Wooting website, it was written that for orders from outside US/Europe will be excluded 21% VAT from price. How to get that 21%?

My second question that, shipping to Central Asia charging almost 50$/kg, I think it is insane for shipping that takes up to 15 days. Is there any chance, you will add additional, more cheaper shipping options for Central Asia?

You never paid that 21%, so there's nothing to give back to you.
Central Asia isn't a country. We'd need to know where this is exactly to answer that - though typically regions such as these are not easy to ship to affordably.
I am not asking instant 21% discount and know how tax free work. However how to get that 21% back after buying keyboard, any instructions?
If you purchased the keyboard within the EU, you would have paid taxes per the law.
If you purchased it outside, then your own country decides if taxes are levied on import.
Beyond that I am not sure what you're asking, so please explain further how the purchase was made.

Go through checkout and select your country. Then taxes won't apply.
If you convert this sum to dollars, it is exactly 200$

Do keep in mind that warranty can be a challenge, if you use a package forwarding service.
If he buys the product in the US and forwards it to Uzbekistan and then he claims warranty, wouldn’t he be able to claim warranty directly to Uzbekistan? Since it’s a country you support shipping to.
