#FN key not switching layers

Am I doing something wrong? I have tried holding the FN key and it does not switch layers at all. Tapping it doesn't work either. I have tried the subreddit for help but so far, nothing. Yes, the keycaps are matching the remap configuration inside of Wootility, yes there seems to be no issues with the FN key itself as I have visual feedback in Wootility and yes it is a 60HE.

I have outlined FN Layer 1 with different colors. It seems to switch to it only for as long as I press the FN key, yet when I release the key it's back to the main layer. Additionally it doesn't actually switch to FN Layer 1, only its colors.

I have not changed any keyboard settings other than the RGB. Gamepad is off. No active Advanced Keys in any layer. Rapid Trigger is off. Tachyon Mode is off. It is in the default Typing Profile.

It's a HOLD, not a TOGGLE

There's a way to do a lock toggle, but I honestly forgot how.
