If your 60HE came with keycaps preinstalled, these are the ones you got. Not sure what you mean by them being "sticky" though.

If I touch it it feels sticky and it like makes my fingers sticky

Did you try and rub them clean? It's just plastic. There's no material or surface coat that should be able to make them sticky, except if posited on them by...well your fingers

I tried cleaning them with cleaning alcohol and full on washing them in the sink and they both didn’t work but it’s only the keys I use like wasd the keys I don’t use are fine

So idk if there just worn out
