My quotation mark key works weirdly?

Hello there folks, for some reason, I just noticed that my quotation mark key " "" " works in a weird way>
Granted it may be some W11 shanenigans I'd like to report that i usually need to press it twice before the input is registered.
Moreover if I press it just once and then press another key, it will generate the quotation mark only after the second key is pressed.
It's really annoying and I'd like to change it if possible.
